Most often it is a duct system that was converted from gravity heat and never rebalanced. Those old octopus systems relied on warm air rising on its own, so the runs are short and fat downstairs and starved upstairs. Balancing dampers, a return in the right place, or a small zoning change usually fixes more than a bigger furnace would.
